Title: Need help to identify

I just started cataloging my collection and ran across a few things that I cant figure out what they are. This looks to me like Chinese with possibly some Arabic writing on one side. I can see that it is 1940 and a 10 denomination. The pictures are way too large to attach and I cant figure out how to make it smaller without losing all the color. I've used a screenshot program that will keep them at a web address. Any help would be appreciated. I just increased the maximum attachment size to accept up to 4 attachments, each up to 1MB in size.  Iíve attached the full size copy of your images in order to test this out.

Itís 10 Yuan (the Chinese in the ovals on the front says 10 Yuan) but I can't decipher the issuing entity.  The back appears to have both Arabic and Mongolian text.
